The Council of Ministers has taken an important step in the fight against climate change by approving a new Royal Decree that strengthens the Registry of carbon footprint, offsetting and carbon dioxide absorption projects. This measure, promoted by the Ministry of Ecological Transition and Demographic Challenge (MITECO), marks a significant step towards a more sustainable future.

What does this new Royal Decree imply?

  • Expansion of the registry:
    The new Royal Decree updates and improves the carbon footprint registry system, expanding the types of CO2 projects included. Strengthens coordination with regional registries. It incorporates the carbon footprint of events, optimizes administrative processing and establishes new requirements to increase the efficiency of the system.
  • Obligation to calculate the Carbon Footprint:
    To comply with the new regulation, large companies and public interest entities with more than 500 employees must calculate and certify their carbon footprint annually. This obligation also extends to those companies that, for two consecutive years, meet at least two of the following criteria:
    • To exceed 20 million euros in assets.
    • Turnover of more than 40 million euros.
    • Have an average workforce of more than 250 employees.

In addition, all ministries and state public sector agencies will be subject to this requirement.

  • Emission Reduction Plans:
    • Obligated entities must develop and publish specific plans to reduce their impact.
  • Facilitated Emissions Offsets:
    • It promotes investment in forestry projects in Spain that absorb CO2 and generate environmental and social benefits.

Who is affected by this new obligation?

  • Companies: Large companies and corporations that meet the above criteria.
  • General State Administration: Ministerial Departments, autonomous agencies, managing entities and common services of the Social Security, and other agencies of the state administrative public sector.

This type of measure demonstrates Spain’s growing commitment to reducing uncontrolled CO2 emissions and environmental transparency.
